I don't understand what you mean by #1. Column X is empty. The only place dates appear is E1:P1. Where are you filling to the right and where you want today's date to appear?
Including the date as part of your SUMIFS criteria is not hard, but your data is by week and you want to sum by month. Most months start and end in the middle of a week. How do you want to do your sums? By the first day of the week, last day of the week, or somehow split up the weeks between two months?

You have to add two criteria to your SUMIFS, one that says that the date is greater than or equal to the date for the given month (which is the 1st of the month), and less than or equal to the last day of the month. See updated formulas.2: I want whole months as "august" - I tried to have "august" as a criteria from row1 - but it reads the "01-08-2015" under the formatting instead
