Function Not working for some Digits - help

I have a excel function =LOOKUP(SUMPRODUCT(LARGE(FREQUENCY(--MID(A291, {1,2,3,4}, 1), {0,1,2,3,4,5,6,7,8,9}), {1,2}), {10,1}), {11,21,22,31,40}, {"s","1d","2d","tc","qc"})
it will help to display s, 1d 2d, tc etc if digits are repeated how many times
some reason its not working following kind of digits.

0709
0777
0778
0779
0788
0789
0799
0800
0808
0809
0888
0889
0899
0900

my cell contains starting from 0000 - 9999.
its working from 0999...

0909 #VALUE!
0999 tc
1000 tc
1100 2d
1110 tc
1111 qc
1121 tc
1131 tc
