I need to calculate TAT expiry date for the below sample data. I have used the formula =WORKDAY(B3,C3+MOD(B3,1))+MOD(B3+C3,1).

Received date TAT TAT expires on
11/13/2015 15:17 3 11/18/2015 15:17
The expected result is 11/17/2015. Appreciate your help

As nflsales asked, a sample file would make a world of difference as what you've posted doesn't tell us anything much at all.
If TAT mean turn around time, and its in days, and all you're after is a the date 3 days after the received date...then maybe:
=INT(B3+1+C3)

Please note that I've to calculate Turnaround time excluding Saturday & Sunday.
=WORKDAY(B2,C2)Try this formula in D2 and copy towards down
