Index with duplicates

I want a formula in cell (R8) when dragged down will extract the biggest problems horizontally.
I used Index and Match, but they only extract the first biggest problem.
For Example; for Cell1 which is written on cell (B8) this cell shows the problems "No Access", " Fiber" and "New Site" occurred 10 times each, I want a formula to be entered on cell (R8) and when dragged down to Cell (R22) will extract those top problems as shown in column R.
Note: I just typed them manually in column R. currently because I failed to do it with a formula.
