Count if unique values with criteria

Hi,

Problem here is being unable to count unique values (this being User's) rather than adding them all up.

Sheet 'User' should only count unique values of the column 'Name' in sheet 'Feb 2016' so rather than showing 5 this should be 2.

Additionally only 'Y' from the completed columns are required and within a date range of a week.

This is the formula being;
=COUNTIFS('Feb 2016'!$E:$E,$A2,'Feb 2016'!$H:$H,"Y",'Feb 2016'!$I:$I,">=" &B$1,'Feb 2016'!$I:$I,"<=" &B$1+6)
