I want a number format so that I can produce the display on the right when entering the number on the left:

You can easily use engineering notation by selecting Cells Format Custom and using the ##0.00E+0 format option.
Using letters instead of this would be more complicated.
Select the range in which you want the formatting, i.e. A1:A10
Conditional Formatting>New Rule>Using Formula

substitute commas with semi-colons if your region settings requires
