It might be possible to do this with formulas only, but I don't know how. Would you consider a VBA solution?

You said "with tie breaker" but you show a place to put 3 names. Do you want to list all names with a tying high score, or just one name after a tie-breaker is applied? What is your tie-breaker algorithm?

"what if i change other highscore number, can the name also change?" What is the "other" highscore number? What name would you want to change?

Try this ARRAY formula in C15,
=IFERROR(INDEX(\$A\$2:\$A\$9,SMALL(IF(\$B\$2:\$G\$9=LARGE(\$B\$2:\$G\$9,1),ROW(\$B\$2:\$G\$9),""),ROW(\$A1))-ROW(\$B\$2)+1),"")
Then drag down.
ARRAY formula should be confirmed with Ctrl+Shift+Enter Keys together.
