It might be possible to do this with formulas only, but I don't know how. Would you consider a VBA solution?
You said "with tie breaker" but you show a place to put 3 names. Do you want to list all names with a tying high score, or just one name after a tie-breaker is applied? What is your tie-breaker algorithm?
"what if i change other highscore number, can the name also change?" What is the "other" highscore number? What name would you want to change?
