Nested If, And, Vlookup?

I might be asking too much for one formula, but I want to combine multiple columns to get my answer. Please see attached workbook.

1. Totals for "Final" are for each different value in column A value
2. Count of response (column e) counts total of column A for each different value in A
3. All Answers (column F) column are vlookup pulled from another spreadsheet

So what I need is a formula that says:

At each different value in column A (values come out the way they are shown)
And if column B has the value "1"
And if column E is not equal and less than column F (see formula in "F" to see if we can roll it into this formula)
So all my final answers in column G should be a 1 or blank (can we also hide the zero)

Just use 2 ifs.
