find the best 3 values with multiple variables

I am having trouble knowing how to obtain the 3 smallest numbers within a range, but from multiple variables. For Example, I made a pivot table that has the following structure, but I am unable to use the "SMALL" function for some reason, and if its possible, how can I formulate it so that I can drag the formula for each person given the ranges for each person are of multiple sizes and this is a very big dataset. If there is another way for me to be able to get the 3 smallest value for each person (all people have unique identifiers) please let me know how I can achieve this. Thank you!

Yes Exactly! The thing is when I input the same formula on my excel file, it shows a "#NUM!" error. (also did you manually have to adjust the formula for each person, I have a very large dataset,so do you know if there is any way around this?

The #NUM! Error might mean that there are not numbers in the cells the formula is referencing and/or they are not formatted as numbers. Yes, I did have to adjust the formulas so that the ranges reflected the cells for each person.

I'm not even sure that what I provided is the best and/or most efficient way to do what you are wanting. If it's not, maybe someone with more experience can help you out.
