Find Date and Time for a value

Hi All,

I have a set of data. Col A is a range of dates and row 1 is range of time. I need to look up in these data and find the Min value and the date and the time that Min value occured. Can anyone help please?

I have attached the spreadsheet for example of what I am looking and better understanding. My Data is on Data sheet and my expectation is on Analysis sheet.
