SUMIFS - Across Date Range, Time Range, and by City

Hello All,

I'm trying to see if it's possible to use the Sumifs formula to add up the number of support tickets received for a specific city, across a date range, and broken down by hour.

Current Formula (see attach spreadsheet and the Atlanta section of overview):
=SUMIFS('Raw Data'!$E$4:$E$967,'Raw Data'!$A$4:$A$967,"<="&$C$4,'Raw Data'!$A$4:$A$967,">="&$C$3,'Raw Data'!$B$4:$B$967,"="&$C6)

This isn't giving me any results. I'm thinking that I'm using the wrong formula or I am forgetting a parameter. Is there any help that you guys could provide?

UnMerge the cells in Raw Data, column A. and make EVERY cell in that range contain the relavant date.

And your times in Overview are in column B, not C (again, because of merged cells)

Try
=SUMIFS('Raw Data'!$E$4:$E$967,'Raw Data'!$A$4:$A$967,"<="&$C$4,'Raw Data'!$A$4:$A$967,">="&$C$3,'Raw Data'!$B$4:$B$967,$B6)

I believe the issue is mainly due to the merged cells in your "Raw Data" sheet. Please review the attached file to find my solution. Try un-merging the columns and adding the date next to each row.
