Index/Match returning #N/A

I have used index/match a lot in the last few months and have had next to zero issues. All of the sudden on one example I continue to get the #N/A error. I am using =INDEX('column I want return value from',MATCH('lookup value','column I want Excel to look through',0)). I know for a fact that the values exist because I have looked through them all. VLOOKUP is returning the same error. I have changed the formatting to general for the both sheets in their entirety. The sheets each have a theme if that has something to do with it. Any help would be much appreciated.

I am currently double clicking each lookup value and then clicking out of the cell. This is making the formula work now. I have had this happen before with other formulas. I'm not sure why it does it or what would be a better way to do this. I don't want to go through and double click each cell as that would take all day. Any quick fixes?

I figured it out, but it seems weird. I went to another column and used formula =VALUE(column that was giving problems) and it returned all the same values. I then took this column and pasted over the troublesome column. Evidently Excel was reading the values as text even though I had them formatted as general. Interesting.
