Using the formula =INDEX($P$24:$R$28, MATCH($N$3,$P$23:$R$23,0), MATCH($Q$3,$O$24:$O$28,0))
I am getting #Ref in the last two rows - any ideas or help please.

If you try in this way?
=INDEX($P$24:$R$28,MATCH($Q$3,$O$24:$O$28,0),MATCH($N$3,$P$23:$R$23,0))
