Working on cell F34. If you refresh the list with F9 you will see that it works half the time, but returns #NA the other half. I do not understand what is producing the error.

Ok, well of course... After spinning wheels for an hour, I post the question, and 30 seconds later I figure it out.
This works: (OFFSET(C15,MATCH(MIN(C16:C30),C16:C30,0),1)/OFFSET(C15,MATCH(MIN(C16:C30),C16:C30,0),2))
If anyone can explain why LOOKUP doesn't work on every case that would be awesome, though.
