This solution makes use of some helpers. The tabs (sheets) to be 'counted' are listed in column P and the 'limit setters' are in R2 (>) and S2 (3%). The formula, which could be pasted in row 4 and copied down is:

=SUM(SUMPRODUCT(COUNTIF(INDIRECT("'"&Table1[Sheets]&"'!F"&ROW()),R$2&S$2)),SUMPRODUCT(COUNTIF(INDIRECT("'"&Table1[Sheets]&"'!H"&ROW()),R$2&S$2)),SUMPRODUCT(COUNTIF(INDIRECT("'"&Table1[Sheets]&"'!J"&ROW()),R$2&S$2)))
Note that the range of sheets has been put in a table (Table1[Sheets]) so that the formula will update as new sheets are added to the list using the tab key.
Note: this assumes consistent formatting of the daily tabs.
