Multiple IF Statement - nested IF, Sumproduct...

Hi Everyone,
I am trying to write a multiple sums formula.
I have tried SUMIFS and SUMPRODUCT, but I keep getting an error message.
It says I have entered too many functions for the formula.

In my spend tab i have both Capital and operating spend, and what I want to do is take out the Operating spend by month.
I asked this before with Capital and the Forum helped, but since this has one extra string in it, that may be why it does not work?

On Tab 2 I'd like to display if Budget Code = 71254018 and Type = IMIT and Billing Month = 4
Then repeat for the other types and each month...
