Creating a tiered summary

I've attempted to get this formula working but unfortunately I keep getting it wrong so would greatly appreciate any help!

i have attached an example of data and was hoping if someone can tell me how to structure my countif formula so i'm able to get a count of customers than have less that 1500 from balance 1 and/or have less than 300 in balance 2 and then count separately if they have more than 1500 but less than 3000 in balance 1 and or more than 300 in balance 2. and then same for more than 3000 in balance 1 and or less than 300 in balance 2, and then more than 3000 in balance 1 and or more than 300 in balance 2.

so i put the formula in c2 and it gave me 130 as a result but if a manually filter just balance 1, i get 134 entries under 1500.

i think i'm not explaining myself well. so if the customer has less than 1500 in balance 1, i want them counted, if a customer has less than 300 in balance 2, i want them counted. some customers might have both attributes and some might have only one.

not even sure if that makes any sense! it's late in the day, my apologies.

and in d2 i got 7 but if i manually filter it i get 35.
