I want to put a function / formula in colum C which will count the number of Item Code in colum B for

Put this in C2:
=IF(AND(B2=B3,LEFT(A2,2)=LEFT(A3,2)),"",SUMPRODUCT(($B$2:$B$708=B2)*(LEFT($A$2:$A$708,2)=LEFT(A2,2))))
then copy down.
