IF's for multiple criteria and Summing

The highlighted part of your thread is not clear.It would be better to upload a workbook with manually put desired results.

I tried nested IF's but something is not working because it will not give me the correct funding.

Once I have that then I need a formula that calculates only those receiving Service 1 and coded as a 1; Service 2 and coded as a 1; etc.
