Index Match to calculate allocation

Is there a way I can use the below formula to look up a department and then split the net amount between the departments? I have a vehicle Id list that shows the departments the vehicle belongs to and there are a few vehicle ID's that the fuel cost is allocated to more than one department. I can make changes to my fuel Id list if needed to accommodate.
