Assigning workers to roster (excel formula)

This assignment is complex already.

The data in the upload needs considerable clean up work. It's difficult if not impossible to work with as is.

These are just what I noted.

• Your "dates" are not dates at all. They are text.
• Trailing spaces in AM / PM range.
• Inconsistencies in spelling. Ex. Franlin / Franklin, Issac / Isaac
• You could use a simpler layout of data as well. What you have makes for long and awkward formulas.

Until this is done I don't know if anyone would attempt a solution on a problem of this complexity.
