IF function HELP

dears,
reference to the attachment, I've a list of 500 rows with different data. I need to automatically name the Category column either LOW or High,
if A2 contains any of the (GOV, Emb ,MNC) and B2 Contains any of (Waived, Partially waived, Fully paid) to be LOW otherwise to be High.
