Averageifs

Dear all,

I want to take average for H;H if :

1. D:D <= 1
2. C:C >= D:D by 1. i.e. D8=1, then C8 should be at least 2, D11=0, C11 should be at least 1.

The formula at H2 =AVERAGEIFS(F:F,D:D,"<="&B1,C:C,">="&D:D &"+"&B2), I expect it would take average F8 & F11, (4+2)/2=3, but the result comes out is 2.75.
Please help.

=AVERAGE(IF((D:D<=B1)*(C:C>=D:D +B2),F:F))
