convert epoch timestamp to EDT?

I have data which is timestamped in EPOCH, for example: 1504742400882

I found this formula online:

but I don't know what time zone this is in. Also, is EPOCH the same as UNIX time?

The time is returned as GMT.
And you probably want your local time, so add first 4 (?) hrs.
=(CELL+4/24)/(60*60*24*1000)+"1/1/1970"
