Compare 3 values and comment

Hi All,

I want to compare 3 values in rates colums (E,I,M) and make comment (Column O) based on output like Comment A, Comment B, Comment C..........Etc.
Need comment to all possible scenarios.
3 values can be equal or different to each other.
For example
A=B=C , Comment A
A>B>C , Comment B
A<B<C , Comment C
A=B>C , Comment D
A=B<C , Comment E
A>=B>=C, Comment F
.......
.......
.......
