How to output and list instances where a condition does not exist

Hi, first time poster. I have a roster for a team on a spreadsheet (copies in both excel and google sheets formats). We have a column where we put a checkmark if the member has met conditions or complied with a directive. What I would like to do is have the spreadsheet calculate all instances in the column where there is no checkmark or content. But instead of just displaying the number of people/cells (i've toyed with functions to count blank cells with mixed results) that meet the conditions, I would like it to output the names associated with this status (names in column A, checkmark in column B). Can anyone give me a hand with this? I'm very rusty on my spreadsheets. If this isn't possible as described, can someone explain to me how to format it to be able to achieve this?

Does it help to upload a link to the document or a screenshot?

So nobody has any ideas? The sheet is being built in excel, but I uploaded a copy to google sheets just to be able to share a link without posting the file. If anyone wants the actual excel version, let me know. https://docs.google.com/spreadsheets...it?usp=sharing

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.

    Remember to desensitize the data.

Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window.
