Excel data table yielding incorrect values from entering them manually

Please see attached 'sensitivity' tab; as you can see all my inputs I'm trying to sensitize are in cells M1,M2,M3 and M4. I'm trying to see how changes to these values affect the return in cell C2.

When I manually make adjustments to the input in M3, for example, it yields a corresponding adjustment to C2. However, when I sensitize them in a data table on the right, the values are incorrect.

I suspect it has to do with a circular reference or something, but have no idea why this is going on.

You've circular reference on Project Budget C51 and E51
try to check it why
or go to Options - Formulas and enable Iterative Calculations then check if it will work for you

try to use Trace Precedents and Dependents

edit:
btw. all 4 external files are unaccessible so you need to chack them also

here is Workbook Analysis with errors, hidden cells, unused cells etc etc....
