There are times when different journals will accept submissions - say between 9/1 - 5/31.
If that date range (which should be within a single cell and does not have years (just days and months)) is within "Today()" then I would like it to be highlighted.
Ideally I wouldn't want to make a formula for each cell.

This is actually quite a complicated request. Are you saying that the publication in question accepts submissions between 1 September to 31 May each year?
If that is the case it gets complicated because it saddles more than one year. I can't post my formula because the system thinks I'm posting html code, so I have attached a file. The formula in cell C1 is also posted as a conditional formatting formula for cell A1.
This will need to be tested for your real life data.
Please note I changed 9/1 - 5/31 to 1/9 - 31/5 as in NZ we have DD/MM/YY formats not MM/DD/YY formats, but the formula is the same regardless.
