Colour change depending on drop down list

Hi Everyone,

Just wondering if I can get some assistance as my knowledge of excel formulas is limited.
I have used Data Validation to create a drop-down list I can select from and then used conditional formatting to update a colour into another cell depending on the drop-down selection made.
But I need these columns to continue down as my list will continue to grow. I thought I could simply drag down each column and they would relate but everything only related to the first drop-down

Rule: = AND($C3="Complete";$E3<>"")
for range = $E$3: $E$1000
