Pull time from list that falls between two given ranges -- with a twist

I am creating a trucking schedule. I am stuck at creating a formula that will populate what house they can deliver (the house has a expected delivery time) depending on their availability: their availability includes:
Employee has a start work shift, start delivery ,end delivery, and end work shift.

So there can be multiple same time deliveries so that needs to be spread out among the number of drivers.. if driver 1 already has i.e. House #1234, then then driver 2 shouldn't get that order.
It is like a combination of VLOOKUP + IF if value falls between two times, spit out the next available time.
