Curly bracket and Index function

every time I'm using the index function, some instances that the value becomes error but most of the time it function very well ...
then I saw some index formula from the internet that they put curly bracket for the index function ...

guys, can I ask if curly bracket is necessary to use in index function or formula itself ? thanks for response .....
