Piece work incentive plan w/hourly rate of pay + bonus + bonus 2

Hello all,
I am not very versed at Excel and have come a long way since starting this workbook. I have been set back a few times when working out the best way to go about getting the data I need correct and easily entered. What I'm trying to do is create a piecework workbook that does the following:

Enter time worked per pay period per part worked
Pay bonus per piece > quota
Pay bonus 2 per piece > set number above quota
Incentive to scale from .25 to 80 hours

I have created worksheets for both a VLOOKUP as well as one that is just formula based with tables to control the bonus and quota.

Any help on this would be much appreciated as I have spent many hours thinking I had it done only to find that something doesn't work right when the hours reported are small.

My real issue currently is that the quota is calculated based off the actual hours worked and if I create an equation to figure this per pay period it returns a different amount than if figured daily. I'm sure the solution is simple I am just missing it or the formula to do what I need.
