IF and SUM Formula Help

Hello, new to the board and have been struggling to get this to work. I'd appreciate any assistance you can provide. I believe it needs to be an if and sum formula but perhaps I'm thinking about it the wrong way.

Row 2 I want to assign a value to the fields marked as "Met" of 100% and if they are marked as "Not Met" then they get 0%.
Row 3 I want to assigned a less than/greater than logical value. If Greater than 24 I want it to assign a value of 0%. If less than or equal to 24 I want to assign a value of 100%.
Row 4 I want to have another greater than/less than logical value. If Greater than 70 I want it return 100%. If less than 70 I want it to return 0%.
Row 5 & 6 I want to have another greater than/less than logical value. If Greater than 90 I want to return 100%. If less than 90 I want to return 0%.
Row 7 I want to have another greater than/less than logical value. If Greater than 95 I want to return 100%. If less than 95 I want to return 0%.

All of these calculations I'm trying to pull off in the cells located in ROW 12.

Any help this forum can provide is greatly appreciated.

Do you want to sum those six percentages?

It's pretty straightforward. You just string out all of your "if" conditions and add them up. Here is the formula for B12; copy to the right.
