Count observations based on date

I have employment data (start date and end date if applicable).

I want to be able to count number employed per category per month (historically).

I am trying to do a pivot but don't know if that is possible.

Maybe a COUNTIF but that did not work either.

I have attached an example with data and what I am trying to do.

A Pivot Table uses a database of individal records and summarises them.
What you have here is a sort of rules based system whereby you specify start and end dates to work. Consequently a PT is not possible.

It may be possible with an Excel PowerQuery Add In, someone else may advise on this.
