Compare vertical cells to horizontal dates

I have two different spreadsheets that i want to compare i want to compare all of the patients who were seen for each date of service with another database. The comparison comes for all the dates after SEEN on sheet one and see if the date and patron were billed in sheet 2. the number of visits after "SEEN" on sheet 1 varies. I would love your input this problem has stumped me for quite some time

The information on sheet 2 is in decent shape. The information on sheet 1 is typical of what is seen by many organizations.

This is obviously the results of someone running a pivot table from a well-organized data source; and now we have it in human readable form. So we have to run code against it to convert it back into a well-organized data source that looks like the ordinal source data. You might ask the people who provide this information to you if they could give you the data in a Comma Separated Variable (CSV) format for both sheets. In theory it should be easier for them to provide a CSV than to run it through a report generator of some sort.

Sheet 2 is almost in a usable format.

What you want done can be done with the current format, but it would be a lot easier, faster and more reliable with a CSV format.

Tell your IT department you want headers for Date, Facility (apparently), Action, Time and Person.
One spreadsheet to rule them all. One spreadsheet to find them. One spreadsheet to bring them all and at corporate, bind them.

A picture is worth a thousand words, but a sample spreadsheet is more likely to be worked on.

Yeah both lists are incomplete intentionally but the format repeats throughout
