Begin new row when row above has text

Hello! New to the forum as I have a question I cannot find an answer to. I am building a tracking form and would like it that once the row above is filled in a new row below auto-populates with text. For example, row 1 is blank, I type into row 1 column B (specifically), then row 2 opens and auto-populates column A (specifically) with the next sequence (B1, B2, B3....B999). Is this possible to complete with the use of rules/macros?

P.S I would also like it to create a checkbox in 2 columns (E and G if it matters).
