Calculate discount but ignore highest value

Hi guys, Need some help fixing this formula.

Essentially Im calculating a discount for items added (but only if there is more than 1)
Discount does not apply for highest value item.
The formula seems to work until i have 2 items of the same value.

If there is 2 items of same price, only 1 gets a discount.

Any tips on how i can fix this?
