Conditional Formatting a percent of another cell

Good afternoon,

I have been trying to work through conditional formatting to have a percentage of another cell. I have been puzzling myself with these formulas and have not been able to get them to work.

Example:
I have 9 stores that have a sales quota and I also have a market average. I am looking to color each stores Attained% cell compared to a percentage of market average.

Red - Less than 95% to Market Average
Yellow - Less than Market average, but at or above 95%
Green - Less than 105% of Market Average, but at or above Market Average
Purple - 105% of Market Average or above

Any help would be much appreciated. I have attached the file I am working with and only change the addresses of the stores.
