I would like to convert the data in the attached sheet to quarterly data beginning in row 15. I need this formula to be dynamic given that dates in rows 2 and three will change periodically. Any help is appreciated.

You may get a solution quicker if you can provide us with a sample of your expected outcome.
Manually add one quarter and we can help from there.

Sure thing...the (revised) attachment gets first five quarters rolling.
I don't see a revised attachment, nor any quarterly data in row 15 of the file attached to post #1.
Consider taking the time to add to the reputation of everybody that has taken the time to respond to your query.
