Formula that can ignore if first one or two characters if they are text

I have product numbers that are for the majority three numerical values, however, a few have one alpha character before the three numerical values and a few that have two alpha characters before the three numerical numbers. I'd like to write a formula that if the first one or two characters are text then ignore those and continue, then, if the following numerical numbers are greater than 649, "Active", if not, "Inactive".

I have a feeling it's going to have to do with the If, ISTEXT, RIGHT, LEN, and OR formulas but I just can't get it right. I hope someone can help?
