Help with AVERAGEIFS formula

I've attached a workbook which attempts to use an AVERAGEIFS formula to obtain averages of a column of numbers which fall within specific hours of the day (which are converted to Excel format in the workbook).

Can anyone tell me what is causing the VALUE error? I have assumed that the formula is similar to SUMIFS, (which is also in the workbook and operates correctly). But whatever I'm doing to emulate that formulation with AVERAGEIFS isn't working. Thanks!

Make sure all your range sizes are the same.

=AVERAGEIFS(X$36:X$12000,$V$36:$V$15000,">"&AM36,$V$36:$V$15000,"<="&AM37)

Should be...

=AVERAGEIFS(X$36:X$15000,$V$36:$V$15000,">"&AM36,$V$36:$V$15000,"<="&AM37)
