Out of my depth

I am trying to create a formula, in English viz.

If B3 contains "Specific Text" and Cell F3 < 71 then 25.00
else If Cell B3 contains "Specific Text" and Cell F3 > 250 then 55.00
else If Cell B3 contains "Specific Text" and Cell F3 > 70 & < 151 then 35.00
else 45.00

Changed it to this
If B3=19 and F3 < 71 then 25.00
else If B3=19 and F3 > 250 then 55.00
else If B3=19 and F3 > 70 & < 151 then 35.00
else 45.00

But I cannot figure out how to write this in Excelese.

Can someone help me please.
