Are you sure you have Office 365 and not Excel 2016?
If you do have 365, then you’d need to be on the insider programme - are you?

Did a quick youtube search - your spelling was correct but he has over 3000 videos ( I looked at 1 or 2 and on some, the quality was really bad). How would we know which vid you are referring to?

Mike Girvin has probably over 1000 videos on YouTube in his "Excel is Fun" channel. And yes, I"m sure I have 365.
Episode 1521 at Excel is Fun.
It will depend on your update channel.
I'm on Monthly Channel (Targeted) and have Filter function available (Version 1908).
I believe current update for regular Monthly Channel is on Version 1907 and doesn't yet have Filter function (Semi-Annual channel is more behind).

According to MS the new Dynamic arrays are available to all 365 users https://support.office.com/en-gb/art...rs=en-GB&ad=GB
But I think they were only rolled out to the Monthly (Targeted) channel as CK76 said.
I certainly don't have them yet.
I am on the monthly channel. No big thing. I'll just have to wait.
