Dependent Drop-down menu without named ranges

I have fruits. vegetables, meat, poultry and seafood. I already have a drop-down for that in the cell B8. Now I need to select a product based on the category. I tried Index and Match before but I get an error. I don't want to do it with named ranges so it has to be the formula. Hopefully, you can help.

Why don't you want to use named ranges?
1. Use code tags for VBA.
Your Code
(or use the # button)

I would rather use formula. I realize that I might need to use Offset but I am not sure how to use it properly.

You still haven't explained what you have against using named ranges?
Why would you "rather use formulas"?

I've posted solutions to several of your questions in the past and you never replied or responded.
You were asked to update your Excel version since xlsx is not an Excel 2003 file type, but you haven't. If you won't let us know if we've helped you, why should we
