If i have a starting time of 07:23:59 and an ending time of 15:02:18 that is 07:38:19 of total time duration. How can I create a row of data showing this time duration but break it into it's individual hour long blocks.

Possibly you could adapt this...
Another approach ... though not as simple as dangelor's ...
In B3 and filled across until you get blanks.Formula:
