    Creating Drop Down List Using Multiple Criteria

    I'm trying to create a Data Validation list in Column 3. The list I want is anything in Column 1 IF there is also a YES in Column 2. I feel like the answer is right there, but I'm having trouble actualizing it. Any help would be greatly appreciated.
