Creating Drop Down List Using Multiple Criteria

I'm trying to create a Data Validation list in Column 3. The list I want is anything in Column 1 IF there is also a YES in Column 2. I feel like the answer is right there, but I'm having trouble actualizing it. Any help would be greatly appreciated.

Happy to be proven wrong but I believe you need to use a helper range (or code).

Whilst you can compute the requisite list of 1 to n items dynamically, see below, it's not really possible to embed that into DV either directly, or via intermediate name.

so, in short, you can build the list dynamically into a separate range - and use that in your DV list, e.g.:

then your DV would be setup as a List with RefersTo of:

obviously the above is using range rather than structured/table references but hopefully illustrates the concept?
