    Find closest or exact match on 2 criteria

    I have set of Spreadsheet which comprise actual Work and suppose result to match.
    I have try all kind of formula to match the value but unsuccesful.

    Value in Column A to match less or equal column G
    additional Criteria to consider Column B and Column F
    Result to indicate on Column C per Column E

    Saleem's formula works on condiction that column "Cut Off" ranges in an ASCENDING order due the intrinsic limitation of MATCH function; try using FREQUENCY function as a workaround like this:
