inserting a formula to reference from a matrix (From:To)= X

I am creating a matrix with a drop down. This is a tool for my peers to use to select one value for cell a and a second value in cell b and cell c would give them the correct instructions to follow.

If Cell A=x and Cell B=y then Cell C=z or If Cell A=Y and Cell B=u then Cell C=z

Cell A Drop Down options are 8
Cell B Drop Down Options are 8
Possible outcomes 10

Do I have to put every argument in Cell C? This would be 3 pages long! UGH
Is there an easy way to do this?
I have been working on this for days but I am lost I have validation by list sheet for Cells A and B and I have the reference chart for Cell C.
My end goal is that when the solution is found for Cell c that it is a hyperlink to a different sheet. but this is just too much right now. I and I am probably over thinking this! Thank you in advance!
