Conditional Formatting with a few conditions

Hi, I am trying to use Conditional formatting to get Red, Green and Orange Icons. I am comparing the $ difference between 2018 and 2019
    My criteria is as follows
    • If 2018 Value <0 and Difference <0 = Red
    • If 2018 Value >0 = Orange
    • If 2018 Value <0 and Difference >0 = Green

Could someone assist with a formula? Thank you all in advance

Your question doesn't make a lot of sense but is this what you're implying?

Yep viewed. But mine is mainly negative for 2018. So if 2019 becomes less negative ($), i want it to reflect as green.
If it goes from positive 2018 to negative 2019 then orange
If it goes from negative 2018 to more negative in 2019, then red
